Enrollment Procedures
1. Parents complete the Home Language Survey (HLS) with a Fremont Public Schools employee as part of the registration process. Registration materials should be given to the parents in the language of their choice.
2. If English is the only language indicated on the HLS, it is filed in the cum folder.
3. If a language other than English is indicated on the HLS, the respective building’s EL teacher is notified.
4. EL teacher makes arrangements for EL testing.

Eligibility for Services

1. Non-English Proficient (Oral, Reading, Writing)
a. When a student scores at the NES (Non-English Speaking) level of the IDEA oral assessment, s/he qualifies for EL services.
2. Limited English Proficient (Oral, Reading, Writing)
a. When a student scores at the LES (Limited English Speaking) level of the IDEA oral assessment, s/he qualifies for EL services; OR
b. When a student scores at the LER (Limited English Reading) level of the IDEA reading assessment, s/he qualifies for EL services; OR
c. When a student scores at the LEW (Limited English Writing) level of the IDEA writing assessment, s/he qualifies for EL services. (See guidelines for exit.)

Note: A student may qualify for EL services even if s/he
appears to be or is tested to be at the Fluent English Speaking (FES) level if s/he scores at the Limited English Reading (LER) and or Limited English Writing (LEW) level.
